Allowlist syscalls in the Speech Recognition sandbox policy

A recent CL (https://crrev.com/c/3329026) caused the Speech Recognition to crash when loading the Speech On-Device API (SODA) library because the change causes SODA to issue 0143 and 0145 syscalls which are not allowed by the existing sandbox. This CL explicitly allowlists those two syscalls.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
