[SPCAndroid] Introduce flag controlling discoverable credential support This is the first step towards re-allowing the creation of discoverable credentials for the 'payment' extension on Android, as support is now available at the OS-level. A flag is introduced in order to test for any issues, and to allow us to control this server-side during rollout if problems are detected. The flag is still default-false on Android at this time; it will be flipped in a subsequent CL. (And then later cleaned up once we are confident the rollout has landed safely). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
