[Bookmarks Bar] Fix missing no bookmarks empty state on sub menu folders This CL fixes a bug in the bookmarks bar for the empty state of sub menu folders. We currently look at the count of the number of items to determine the minimum height and whether or not to show the no bookmarks empty state. However, for sub menus we get a non-zero value because they have a header. This CL updates to look at the content adapter for the total count. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
