[rust] Export allocator symbols In component builds, we might find that a given .so includes all the Rust standard library (via ldflags) but not the remap_alloc.cc weak symbols which provide __rust_alloc etc. This can cause linking failures, for example on Android dbg bots. Export these symbols on component builds. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
