Reland "ipcz: Introduce ipcz.h API and skeleton impl" This is a reland of commit f759138bb429ceddaa8e5cd36c42589c32b00a9c which was reverted due to conflicting definitions of IpczGetAPI(). The duplication was a result of a declaration in ipcz.h combined with the definition in api.cc, as the latter may differ subtly (namely +dllexport) when building the ipcz_shared target. The right solution is actually to not define IpczGetAPI() in ipcz.h at all, since applications may want to resolve this symbol manually at runtime anyway. If something statically links against ipcz, src/api.h can now be included to get an appropriate declaration of IpczGetAPI(). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
