extensions: Port InstalledLoader to desktop Android The vast majority of this code is supported on Android. To make it compile we #ifdef out two things: * CorruptedExtensionReinstaller, which is ready to be ported to Android except for a dependency on ExternalProviderManager, which itself depends on InstalledLoader, creating a potential dependency deadlock this CL is attempting to solve. * ExtensionManagement, which we've decided to defer until later. More tests will come in a later CL, as the existing tests depend on ExtensionService, which we can't port to Android yet. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
