Ensure location bar is updated for start surface state This patch ensures that the location bar is updated after we receive a signal that the start surface state changed. The logic previously seems to have depended on execution order/timing of the underlying system rather than an explicit call. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
