Enable PlatformAudioEncoder on Windows ARM64

Support was disabled in this change:
https://chromium-review.googlesource.com/c/chromium/src/+/5251396

At the time, it was theorized that ARM64 specifically had an issue. In
reality, the issue was a regression in Windows 11 and ARM64 encountered
it first because the bots used a newer version of Windows than other
architectures.

That OS regression was since fixed:
https://issues.chromium.org/issues/325249353#comment16

Since this was not an architecture-specific problem at all, this change
enables the feature on Windows unconditionally.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
