[Privacy Sandbox] Add pre-install attestation component to Android APK
assets

This CL adds the pre-install attestation component to Android APK
assets. It does not have behavior change. Privacy Sandbox attestation
component will read the pre-install component to populate the enrollment
list, which will be done in the next few CLs.

The .expected files are edited according to the android-binary-size
try bot instructions.
