Video: Increase Apple Silicon HEVC HW encode resolution limit to 8K Given the test result on M1 Pro, when real time latency mode is enabled, the the max supported resolution & framerate combination can go up to 8192 x 4352 & 120fps, when real time is disabled, the max supported resolution can go up to 16384 x 8192 and no framerate limitation. We can limit the max supported resolution to 8192 x 4352 which could make both mode working as expected and not exceed HEVC level 6.2. Also added a resolution & framerate GPU test, it is worth noting that by adding test, I found that MediaCodec did not return the correct resolution & frame rate combination. So temporarily added them to the exceptions and created a crbug.com/371247952 for further tracking. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
