[Auto-disable Accessibility] Make WindowAndroid listen to AccessibilityState This CL continues the work of unifying the accessibility state in Clank. With this CL we remove the hard dependency of WindowAndroid on AccessibilityManager and TouchExplorationStateChange. These can both be monitored through AccessibilityState. The original bug this code was trying to fix was fixed in the EventForwarder change in the previous CL: crrev.com/c/4544402 . The bug no longer reproduces with or without this code, and manual testing does not show any regressions, so the code has been removed. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
