p13n: add SeaPenUseExptTemplate feature. Added the feature, included an extra tag if the feature is enabled, and showed a message on the UI. This will only work when cl/633269676 is submitted. without feature: screen/8jFfnLqdAjMTBZq with feature: screen/BttCFpJ3wBtGUxb BUG=b:338261411 TEST=manual. inspected the request and saw the UI updates. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
