[password manager] Plumb passkeys to passwordsPrivate

Plumb GPM passkeys to the passwordsPrivate extension API by injecting
`PasskeyModel` into `SavedPasswordsPresenter`, grouping and outputting
them as `CredentialUIEntry` with an `is_passkey` flag.

At the moment, these passkeys are treated as if they were passwords
by the UI. A follow-up change will update the front-end to show
these in a passkey frame instead.

This feature is guarded by the PasswordManagerPasskeys flag.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
