Fetch performance class on ModelBroker::Subscribe This ensure performance class is available when clients call Subscribe() on the model broker. This matches the behavior of OptimizationGuideKeyedService::GetOnDeviceModelEligibilityAsync(). This required moving some of the performance class logic from the keyed service into OnDeviceModelServiceController. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
