[TabletGTS] Enter GTS instead of emptybackground when GTS enabled Enter GTS instead of emptybackground when GTS enabled. Currently, when there is no tab to display on tablets, the emptybackground view is shown. When the tablet GTS is enabled, however, we want to show the GTS in this case instead. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
