[//gpu] Convert uses of SII::CreateSharedImage() to SIF

This CL converts the remaining usages of
SII::CreateSharedImage(ResourceFormat) in //gpu to the variant that
takes in SharedImageFormat. I left some followup cleanup to do in
webgpu_mailbox_unittest.cc to limit the amount of toil in this CL.
