[Shared Tab Groups] Add more waiting in tests The new service is asynchronous, and because of that we have to wait in all of the new tests that use the sync service directly. here we add more Waits because we have unittests which are flaky. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
