Allow the hosted side panel new contents to open new tabs This CL allows the WebContents hosted in the side panel to open new tabs in it's hosted Browser window. This allows actions such as "Open link in new tab" invoked from within the hosted contents to function as expected. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
