Reland "Reland "gpu: Support arbitrary transforms in OverlayCandidate""

This is a reland of commit 329443961a4d934457364046d0c72e709a04eff5

The previous reland was failing in configurations without `DCHECK_ALWAYS_ON`, causing the death tests to fail. In this CL, we've wrapped the death tests with `DCHECK_IS_ON() && defined(GTEST_HAS_DEATH_TEST)` to avoid running the tests when they are not supported.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
