video: Add fieldtrial testing for VA-API Lock removal This CL adds the config for field trial testing that is required before launching the Finch experiment to remove VA-API global lock. The config is required according to go/finch-tricorder#missing-field-trial-config when the experiment config is under the Finch chrome_os group. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
