String constants migration As a first step for changing base::Environment to take in a base::cstring_view as parameter, all constants that are eventually used in this API needs to be fully defined at the call site. This CL is part of relanding https://chromium-review.googlesource.com/c/chromium/src/+/6470383. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
