Allow extension to navigate tabs in a saved tab group

This CL moves the logic of whether to save a navigation away from
NavigationHandle. Also fixed some issues related to Extension navigations as they are treated as renderer initiated, so the current logic just blocked them. This CL will fix that in most
cases.
