Reorganize SourceRegistrationError

This is to prepare including error details in header-error debug
reports introduced in https://crrev.com/c/5334963.

The type/format errors are combined to reduce the verbosity of the
error details where possible.

OBSOLETE_HISTOGRAMS[Conversions.SourceRegistrationError11]=Replaced by Conversions.SourceRegistrationError12
