[wptrunner] Refactor manifest retrieval in `WPTResultsProcessor` `WPTResultsProcessor` has several callsites (with another one to be added) that switch on whether a test is external or internal when deciding which manifest to use. These can be streamlined by enriching `PathFinder.is_wpt_internal_path(...)` to return which WPT directory specifically the path falls under (i.e., a tristate "external/wpt", "wpt_internal", or `None` for non-WPTs). No functional change. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
