[Win] Use child win with redirection bitmap for Vulkan-SwiftShader SwiftShader swap chains use StretchDIBits to drawn content in present(). This is a GDI operation which requires the window to have a Redirection Bitmap. Therefore, initialize a ChildWindow with a Redirection Bitmap and use it as the drawing surface when the Dawn backend is Vulkan and impl is SwiftShader. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
