crosapi: Fix url handling bug This fixes a crash on Lacros omnibar-navigation to os://flags/ or chrome://scanning//, in the form of a small change that is easy to back-merge: only launch the OS_URL_HANDLER app if the target URL does not already belong to a capturing SWA. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
