[iOS] Always Create InfobarBadgeTabHelper in AttachTabHelpers A crash was discovered in M124 which caused an infobar badge crash due to timing being delayed when creating this tab helper. To fix this, we sidestep any timing delay or any other issues related to lazily initializing this tab helper by removing the feature flag guard to ensure that this tab helper is always created at the earliest possible time when a tab is created. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
