oak birch: add hide suggestion type option in chip menu This cl adds hide certain type of suggestions option for different type of birch chips to turn of the source of suggestions. For weather chip, we don't have the "hide the suggestion" option but "hide weather suggestion" option. For calendar, drive, and tab chips, we have both "hide the suggestion" option and "hide calendar/drive/tab suggestions" options. For release note chip, we don't need either option. For ease of management, we separate the chip menu model from bar menu model. When creating the unit test, we found a problem. When reloading the chips, if the number of chips after reloading is not changed, the new chips bounds will not be assigned because the bar bounds are not changed. To fix it, we need to relayout the bar after clearing the stale chips. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
