[BNPL][Chrome] Add GetDetailsForCreateBnplPaymentInstrumentRequest call

This CL implements the
GetDetailsForCreateBnplPaymentInstrumentRequest and integrates it
with the Payments Network Interface. This request is used to determine
whether the user meets the conditions required to link a BNPL partner.
