[ios] Add missing deps between KeyedServiceFactories

TabGroupSyncServiceFactory depends on other factories so add those
dependencies explicitly (note that due to crbug.com/350885825 the
SessionRestorationService is not inject at construction, but the
dependency still exists).

This fixes a crash when destroying the ChromeBrowserState caused
by IOSTabGroupSyncDelegate not removing itself from the observed
list if the dependencies are missing.
