Remove Clipboard::RawData from Clipboard::Data variant This CL removes the `RawData` variant of `Clipboard::Data` and passes it as a separate parameter to `WritePortableAndPlatformRepresentations`. This is done to allow multiple `WriteData` calls to be made on the same OS clipboard write, which is required by the fix to crbug.com/380236323. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
