Re-enable CoalescedMouseWheelsCorrectlyTerminated with additional logging This was disabled on Android due to a crash in process startup which seems unrelated to this test, so we speculatively re-enable it there. It's not clear why the test is flaking on Windows, so we re-enable it with additional logging to show the trace events.
