Correct wording about the content of OWNERS files in //third_party. The wording in //docs/adding_to_third_party.md was confusing people. It could be read as saying that an OWNERS file needed to have two chromium.org email addresses in it, but it should have said just two committers instead. This fixes that. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
