Append file name in <input type="file"> accessible name.

According to code comments, the file name was hidden for historical
reasons but that's not exactly true, we expose it in unlabeled
controls. So this information is necessary for accessibility users,
it's already visible and there are mitigations for privacy concerns
related to exposing the path, there is no reason to conceal it.

We currently expose this type of control as a button which has a name
that can be computed from different sources. We decided to append the
file name to the computed name of the label.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
