[sync] Record metric about outcome of downloading trusted vault keys This patch records the value of the pre-existing enum TrustedVaultDownloadKeysStatus when processing the response from the server, after the client tried to download trusted vault keys. This should help debug some suspicious user errors. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
