Note that I am not going to bother actually removing GpuMemoryBufferFactory on Android, as (a) it would be fiddly to work through all the clients threading through the state, (b) there is ongoing work to bring up real GMB support on Android, (c) in the near term we are going to replace usage of GMBFactory with usage of SharedImageFactory anyway. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
