Revert "Added cooldown after dimssing the flash warning message" This reverts commit 4aaa9f29d8fe5eac55b8632fa8fcb05a68d9005b. As Flash's deprecation is near, we are resuming per session prompting about the deprecation. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
