HttpStreamPool: Support UploadDataStream::AllowHTTP1() When the method returns false, the HttpStreamFactory layer should return ERR_H2_OR_QUIC_REQUIRED if the negotiated protocol is unknown or H1. Plumb the value from StreamRequestInfo::is_http1_allowed to HttpStreamPool and check whether the negotiated protocol is allowed or not. This CL introduces a struct to plumb the value and other information that is needed to switch to the HttpStreamPool. This fixes URLLoaderTest.UploadChunkedDataPipeNotAllowHTTP1 when the HttpStreamPool is used. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
