[M125] gpu: Skip signaling shared event for Ganesh only IOSurface access Shared events are only used in IOSurface backings for access across Metal devices so skip signaling shared events on GL EndAccess unless WebGPU or Graphite access might be needed. For GL access across multiple GPUs which would be on different Metal deivces, waitUntilScheduled synchronization is enough so we don't need the shared events for that either. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
