[webauthn] Add histogram for GPM onboarding flow The onboarding flow starts when the Google Password Manager option is selected (`GPMEnclaveController::OnGPMSelected` is called) and the enclave state is "empty". A boolean (`in_onboarding_flow`) is stored in `AuthenticatorRequestDialogModel` to allow checking if particular modals are shown as part of the onboarding flow. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
