[TEST ONLY] Add `modelingSignals` check in BidderWorkletTest. A test case was also modified to align with IEEE standards for floating-point comparisons. The test now correctly accepts negative zero (-0.0) as a valid modeling signals, recognizing that -0.0 < 0 evaluates to false according to the IEEE 754 standard. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
