Add a histogram for getDisplayMedia and audio

Add a histogram for getDisplayMedia() which will track the following
options, which are mutually-exclusive and add up to 100% of users who
go through the getDisplayMedia() flow and end up choosing to share
something.

* Has the application not requested audio for the type selected by
  the user?
   * Note - general request for audio can be overridden by options that
     exclude specific audio sources, like {systemAudio: "exclude"}.
* Was Chrome unable to offer the user audio-capture for the selected
  surface type?
* Assuming the user saw a toggle to allow/disallow audio-capture for
  their selected surface type, did they end up allowing or disallowing?

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
