Enable NavigationPredictor by default on desktop This has been enabled for quite a while on android. We now enable it by default on desktop. As noted in issue 1506262, finch results indicated a small browser process memory regression which we're following up on. There were no other statistically significant changes to guardrail metrics. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
