Fix window enumeration/offline integration tests to match/wait correctly

Fixed:
* The offline install test case now takes into account the new Installer
  API behavior that successful interactive installs show a progress UI,
  but once the install completes, the `InstallerSuccessLaunchCmdLine` is
  launched and the UI closes automatically.
* The offline install test case now robustly handles waiting for the
  unsuccessful interactive install error dialog.
  * `CloseInstallCompleteDialog` was not waiting for a match, resulting
    in incorrect semantics.
  * `CloseInstallCompleteDialog` now exits early if a match was found.
    * `WindowEnumerator` stops enumeration early if a match was found.
* Removed the need to call `::WaitForInputIdle` in `Run`.

The `mac-updater-try-builder-rel` and the `mac-updater-try-builder-dbg`
bots have been in a `shard #0 expired, not enough capacity` state for
almost 6 hours now. My change is Windows only, so I'm bypassing these
bots with `No-Try: true`

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
