cros_next: add MaterialNext dialog (part 2)

This cl follows crrev.com/c/4500464 to implement the auto
adjustment of dialog sizes.

The cl adds a class called SystemDialog to create the dialog
widget parented to a host window and adjust the widget size
according to the host window size.

The resizing rules of the dialog are as follows:
- when host width > 672, dialog width = 512.
- when 520 < host width < 671, dialog width decreases with a
  padding of 80 on both sides.
- when 424 < host width < 519, dialog width = 359.
- when 400 < host width < 423, dialog width decreases with a
  padding of 32 on both sides.
- when host width < 399, dialog width = 296.

The final effecs are shown in the bug comments.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
