Enable DLP scanning of pasted images for cloud analysis. This change introduces a feature flag `kDlpScanPastedImages` to allow pasted images to be sent for content analysis even when using cloud-based DLP providers. Previously, image scanning was only enabled for local analysis. The tests are updated to reflect that image requests are now expected for cloud analysis when this feature is enabled. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
