[views-ax] Migrate Accessible Has Popup in ReloadButton

This CL migrates the ReloadButton::GetAccessibleNodeData method and
update the HasPopup data when any attribute which contributes to
its value undergoes a change, so that its value accessibility cache
is always up-to-date.

The view covered in the CL is:

1)chrome\browser\ui\views\toolbar\reload_button.cc
