[TransformInterop] Fix Transform3DWithOffset tests. The Transform3DWithOffset tests already have forks (from https://crrev.com/897174) that run with TransformInterop enabled. However, for when we enable the feature, the original versions need to *disable* the TransformInterop feature too. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
