vc-dlc-ui: Allow VC bubble tiles to flex

Add flex support for `FeatureTile` and `ToggleEffectsButton` buttons
within the VC controls bubble. This allows each button in a row to be
properly sized regardless of button type. To allow existing tests to
work, this CL also adds a fake VC tray effects manager that can return
non-unique `VcTileUiController`s for the same `VcEffectId`.

Note that VC toggle button UI has slight changes, which are expected.
This is primarily due to the fact that `FeatureTile` and
`ToggleEffectsButton` use slightly different typography for their title
labels. b/317085198 is tracking the work needed to adjust
`FeatureTile`'s typography to better match the existing UX spec.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
