Reland "[Messaging] Exclude self and owner from member added/removed messages" This is a reland of commit eec2fcb8542c4f4b2606e1daf7093715367763d4 There was uinitialized value for the role field struct GroupMember. Fixing that should fix the Msan bot failures in crbug.com/393057112. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
